How do I make flash video or movie for streaming ?

Can some please explain to me how to make flash videos or movies ( I am not sure what the difference is )for the most efficient streaming, I am developing a medical encyclopaedia which uses mainly videos for teaching.


I have sony vegas for video editing....but this doesnt make flv

I need to make movies that have the least bufferring requirements, so that they start up quickly
