What does YouTube use for compressing to Flash?

What does YouTube use for compressing to Flash?

I've been trying pretty hard to match the quality/size ratio that YouTube uses for its videos. However, every time I match their quality, the file size is about 40% larger than theirs. Does anyone have any experience with this and can share their tips/techniques? I've tried the encoder that comes with Flash and I've tried the Sorenson Compression Suite.

Bump... even some industry settings for Flash settings would be nice. Still, I have no idea how they get the same quality out of half the file size.
