Motion project too big in FCP

Hello,
I am working on a project in FCP 7 that is DV/DVCPRO-NTSC, 29.97 fps, 720 x 480, Pixel aspect is NTSC-CCIR 601. I created a Motion movie but when I import into FCP it is too big, goes beyond safe zones. Is there anything else I can do besides scaling it down in FCP using the motion tab? I used the same settings (720x480) for my Motion 4 project. I would greatly appreciate any help or suggestions.
Thank you,
Brad

Just to make sure I understand this correctly. You are working in a 720x480 project in FCP. You then created something in Motion that is 720x480. You then place the motion project file in your FCP timeline and it changes the scale of the project to something like 120% instead of what it should be which is 100%?

That is exactly right! I am trying to scale it down in Motion which means I am going to put something behind it so the black does not show.
