Timing Offset - does it work?

I can't get the timing offset to work in 2013sp2

I'm in Action and go to the Timing tab and adjust the Timing Offset of an element but it doesn't change anything.

I'm trying to time my layers like you would do in AE.

Isn't this supposed to work?

Should work. Is this a moving clip.. more than 1 frame? What is the current offset? Is the clip Front Locked in Action? Is it slipped there? Screenshot?
