Trouble making BluRay with Adobe Encore

I have Adobe Production Premium CS5. Yes I know it is old but it serves my purpose and I have no desire to update.

So far I have always made either mp4 files or burned standard DVD's. I am finally trying to do a BluRay and have had no luck.

I record with a Sony EX1r Camera at 1080P 30FPS in the Sony XDCAM EX format.

I have my premiere project done for a video just under 2 hours. Normally I would export (downgrading the high def) to mpeg2 DVD when I want to burn a DVD project.

This time I have tried a few combinations for making a bluray. Everything is set in encore and the preview is fine. But when I try to build to a Bluray Image, it fails saying not enough free storage, code 25. I made sure when encoding the video that it was less than 25 GB (I used a bitrate calculator as I always do). I read that bluray does not support 30P, only 60i, so maybe that is the problem? But I don't see how to fix this. I also tried burning to a bluray folder which is successful. Then I tried converting that to a bluray image using Nero, but the bluray image will not play.

I tried both mp4 and mpeg 2 bluray options in premiere. I don't see any options for 60i.
All I see for mpeg2 bluray is:
- Match Source Attributes (High Quality)
- Match Source Attributes (Medium Quality)
- 1440 x 1080i 25 High Quality
- 1440 x 1080i 29.97 High Quality
- 1440 x 1080p 24 High Quality
- HDTV 1080i 25 High Quality
- HDTV 1080i 29.97 High Quality
- HDTV 1080p 24 High Quality
- HDTV 720p 24 High Quality

I tried 1080i 29.97 but that also didn't work.

Can someone help me on what I should render my premiere pro video out to in order to be able to burn a bluray?

Thank you.
