Maximum Render Quality - Encore CS4

Hi,
In Encore CS4 the Transcode settings - there is an option to check Maximum Render Quality - "at the cost of performance and memory"
Now this isn't talking about DVD playback performance is it?? It is referring to longer time to transcode right?
Does anyone recommend this?
And If I have a max of 8 bit rate - checking this option won't make it go above the max right?
I wish Adobe explained some of the options a little better.

It only affects render time. You should only consider using that option when you are deinterlacing interlaced footage, or when you're scaling HD footage down to SD resolution.
