HTML link to anchor created InDesign, not Acrobat

I created a 500 page manual for a client. They have weekly revisions I implement. Once the revisions are complete, the manual is uploaded to their site and downloaded by their clientele.

The client has HTML links throughout their site, linking to specific pages in the manual - so when clicked, it downloads the PDF and opens it on the specified page. They have requested we set up anchors so when content shifts to a different page during the revision process, they do not need to adjust all of their HTML links.

I know this can be done post export from indesign in acrobat by setting up a hyperlink destinations.

The problem with this method is they need to be reset each time we export a revised version of the manual - which again, happens weekly.

Any help would be appreciated.
