There are a bunch of ways to do this, but one of my favorites is one of the simplest, using a Boris technology called PixelChooser. It's in most Boris filters, and allows you to dynamically matte effects within a frame, using regional (inside or outside a specific area) or channel-based information.

For footage that tends toward light colors, I recommend using the Gaussian Blur filter. Go to the PixelChooser tab, go to the lower subtab (the one marked with an M, for Matte), and select Luminance from the Channel pop-up menu. This makes a mask from luma -- that is, blur everything BUT luma -- when in fact the goal is to blur ONLY luma. One click to invert the selection and you're done. The highlights are blurred, and everything else, including edges and chroma detail, remains sharp.

Obviously a blur isn't exactly the same as a glow, but this method works in virtually any Boris product, and is very fast. The Continuum package, as well as the upcoming release of Boris Red 3GL have a bunch of specific glow filters that may also get you there.
