newsreel royalty free footage from 1960's and 70's

I am in production on a documentary on how cultural changes during the 60's and 1970's effected the church as a force in society. I am looking for a cost efficient way of purchasing footage that contain events like the assinations of early 60's, Vietnam, Watergate, The God is dead movement and the sexual revolution..
Can anyone give me some ideas of what governmental and non governmental resources might be available without breaking my budget.

Not free, but you can get a lot of screeners for free and see if any is worth paying for by setting up an account at www.footage.net and sending a ZAP request.
For free you can try www.archive.org
You can also try seeing which local news stations keep such an archive and the try building a relationship with them and maybe get some sort of deal.
