Premiere Pro Audio problem

Im editing High Def in Premiere Pro using a duo core 2.6Ghz PC running XP with a Matrox graphics card, capturing using the matrox. Lately Ive been having sound issues, ringing and drop off of voice recording in PP and in Sound booth, and now I only get one channel when I capture video. The raw footage is defintley stereo. It used to work.
Ive downloaded new drivers, Scrubbed the audio program and reloaded. Settings are stereo in the project capture.
Im doing a new project and cant figure out what to do.
