Stock footage, specifically 24p/16:9?

Is there a place or a company that people get their stock footage from?
I heard somewhere that you can use up to 4 min of material from feature films, but when I heard that I said "oh so you can have Tom Cruise in your movie, if it's only for 4 minutes?" THey had no answer. But maybe they got something right.
I personally think you can't use any of the footage of any film with out permission and permits, but is it possible my friend meant you can use 4 min of footage, if the footage is like Army trucks driving by, etc.. and no real actors?

That's not true. If you need stock footage, there are a large number of vendors. some specialize, like WeaterStock, some have very diverse collections, like ArtBeats. Google 'stock footage' and you'll get a couple of dozen stock companies, large, small, cheap & expensive.

Will,
You can use as many minutes of a feature as you wish. You can also rob banks, pull the mask of the Lone Ranger, and piss into the wind. But, are you ready to accept the consequences?
