Well lets try mapkeyboard.exe. it doesn't have to be memory resident, you could run it from a USB drive. The problem will be screwing up the regular text entry, perhaps we could use a CTRL modifier to access the prefered keys eg. "E", "(space)", "R" map to "CTRL-J", "CTRL-K", "CTRL-L".
