burn(t) Toast

I am a field biologist attempting to create a playable Blu-ray disc from a short video we took in the field. Needless to say I am in over my head! I have been shooting in 1080i and creating simple videos in FC Pro 5.1.4 for display in the North American Bear Center (www.bear.org) for over a year. Some web versions of the videos are now online. I have been exporting the video from FCP as 'Quicktime Movie' in 1080i and burning to DVD with iDVD using 'OneStep DVD from Movie'. I don't really understand it all but it has been working for what we need up till now. We recently purchased a Blu-ray burner and I have been attempting to create a HD version of one short (-4 mins) movie using Toast 9 for display at the Bear Center. The resulting movie is of good quality but 'hangs' while playing. It is set to loop and as time goes on it hangs in more places and for longer periods.
I am encoding it as:
Video Format = MPEG-4 AVC
Average Bit Rate = 8.0 Mbps
Maximum Bit Rate = 16.0 Mbps
Motion Estimation = Best
Reencoding = Automatic
Field Dominance = Automatic
Aspect Ratio = 16:9
What am I doing wrong? What is causing the movie to hang? Is there a setting I could change that would help?

FWIW, we use Adobe Encore for BluRay authoring. It's not perfect by any means, but we've never had an issue with video playback. But we use standard MPEG-2 and our bit rates are much much higher than what you have listed here.

Thank you so much for your reply! I burned another BD as MPEG-2 with bit rates of 13.0 - 26.0. I confess I don't know what those avg-max bit rates mean. I also don't know the difference between MPEG-2 adn MPEG-4 AVC. The resulting BD works in my HP which has a Blu-ray player. I have sent the BD off to the Bear Center to see if it will play correctly there.

I am using Toast 9. I am working on a G5 and my understanding is the G5 does not meet the system requirements for Encore. The BD player is a Samsung BD-P1500.

That's correct, Encore CS3 cannot run on a G5.
The Samsung is one of the models we have here for testing and have had zero issues with playback of our BD-R discs.

Yeah..make sure the player has its updates. Its hard to say without doing some experimentation. Try another player if you can. Another disc wouldn't hurt either.
Does your disc contain a BDMV folder or a BDAV folder?
Blu Ray isn't like DVD where you feed some HD footage and it pops out a disc that you know will play in all players. Your bitrates sound OK. What audio format is on the disc?

I updated the Samsung firmware today but that did nothing to resolve the playback hanging issue.
I did try the disc in my HP and it seemed to work fine.
The disc contains a BDMV folder.
The audio format is Dolby Digital and the data rate is set to Automatic.
I am burning to Memorex BD-RE discs. Is there an issue with burning to the -RE discs? I saw some reference to using BD-R discs rather than -RE discs but no indication as to the reason.

RE discs should not be used to give to the clients for final playback, though we've had zero issues using the Sony BD-RE discs in the Samsung 1500 and the Sony BDP-S1 which is one of the original BluRay players.
I think the issue is in Toast.
