NTSC White Levels

I'm working on a corporate video with a talking head that has bullet points appearing on-screen during the presentation. I used the Boris 3d title tool to create the text. The font is Ariel 18pt.
I have exported the timeline and created M2V and Aiff files for DVD using the Compressor settings "DVD Best Quality 90 mins 4x3".
When the DVD is displayed on a consumer TV there is a slight flicker in the white text. My question is:
Does the Boris title tool give you Broadcast white levels by default or do I have to lower the white color level to 80%. I would assume that since the plug-in is being used in an editing system the default would be Broadcast white.
I know the font seems small and that will be on of my next trouble shooting steps but I'm really curious about the white levels.

No, default is 100% white.

So what should the proper white setting be in the Boris 3d plug?
Do I make it 80%? Is the proper way to change it using the greyscale slider of the Apple color picker and making the number 80%?
Also, what does the 1:2:1 deflicker check box accomplish?
Does the Apple title tool default to 100% white as well?

Walt, I have your Color Grading DVD. Haven't gotten a chance to dive too deep yet but It looks cool.
I still think Apple released Color too early as the workflow between FCP, Color, and Motion is broken in my opinion.

For all white, I run at 90% as this is plenty safe on the Scopes.

Yes, all tools in FCP default to 100% white when white is the default color. Same with most any other motion graphics tools as well.

Honestly Steve I can't remember what the font size is. I'm not sitting in front of it right now and will not be back at that client until Wed after the holiday. For some reason 18 is sticking in my head. The client needs certain paragraphs on screen during the presentation so the line breaks are very specific. (The job would be great if it weren't for the clients right?)
Walt, I understand other graphic programs using pure white but we are talking about plugins for a broadcast editor. I guess I shouldn't have assumed!!!
