When is it best to down convert?

When working with video shot at 1080 that will ultimately be delivered on SD DVD, at what point should it be down converted? After being injested into Final Cut Pro, after editing it, or prior to bringing into Compressor and being made into a ,2v?

This has been covered quite a bit on this forum, but the easy answer is in Compressor. Just edit HD, export HD, then have Compressor make a 16:9 DVD file.
