Closed Captioning and Quiktime

Hi I am having some trouble with a piece that has closed captioning. Let me tell you the steps I've taken thus far:

I ingested a piece into FCP with captioning on it, then after adding some slates and a bug out put it into a Quiktime .MOV file.

I sent this file to a client who has their settings to see captioning in Quiktime and she can't see it, neither can I with the settings changed to see captioning.

So I reingested the finished, edited file and when it is played back the captioning shows up on the monitors also I output it as a BETA adn played it in another deck to double double check and it retains the captioning. So there is NO doubt in my mind the captioning info is there, but why is it not shwoing up in Quiktime?

Also is there any sites/posts/threads that deal with captioing and FCP and Quiktime and just captioning in general. My compnay deals with a lot of Government contracts and requires a lot of CC compliance.
