24p normal (DV) flicker / pulsing issue.....

I have received a bunch of footage from another editor which was shot on an XLR2 - it is I believe 24p normal DV footage (not advanced).

This footage was then turned into "true" 23.98 footage with cinema tools.

The footage looks basically good, but there seems to be a slight pulse or flicker constantly through it - it is most obvious on brighter / lighter images or parts of the screen.

Does anyone know anything about this effect and if it can be fixed? Is it possible that it was captured incorrectly with FCP or processed incorrectly with Cinema Tools - anyone know about this issue?

Sounds to me like you'll be needing to go back to the original captures... can you get to them?

Do you see the same thing externally on a video monitor?

I hate to ask this, but it is indeed a possibility: was this footage shot under fluorescent lights?
