Can I use HDV and DV-PAL footage together in the same project?
If not, what would be the solution?

Yes, you certainly can. However, your sequence settings will determine the quality and flexibility of your output. That is, you can have many different types of media in your project but a sequence can only have one setting. All media used in that sequence that does not conform to that setting precisely will need to be rendered or converted before it can be viewed in realtime.
