How to downconvert 720p to NTSC on Final Cut?

I have a project shot in 16X9 ratio and 24 frames (23.98) that I need
to downconvert onto an NTSC min-DV tape using Final Cut HD.

What is the best way, so I maintain the 16x9 format (letterboxed) and
so the sound will work too?

Use any system with a Kona HD product (LH, LHe, Kona 2, Kona 3) and do this in realtime on the way out. You can lay directly out to any SD format in letterbox, centerpunch or Anamorphic and the quality is perfect.

Hi Walter: Thanks for the suggestion. However, for someone without access to a machine
with a KONA card, how might I accomplish this with a Standard Final Cut HD set up connected
to a dv deck?

Ah, well then your only real option is to create a DV Timeline and just drag the 720p timeline into that, scale it down to fit in the Canvas and render it out. It should actually look pretty good, though keep in mind that the DV codec will add additional compression artifacts, especially around text and graphics.

Thanks, I'll give that a try tomorrow.
Since it still involves rendering, isn't there
some way I could export it out from Final Cut
with the appropriate settings and then
import it back in?

I do understand it won't look quite as good, but
where its going, they only take DV on mini DV.

You can do that, either way will work. Export / Import may add some time since you'll have to essentially render out a new movie and then bring that back in and do a second render in the DV timeline. Whereas if you just move the HD timeline into the DV timeline you're only doing one complete render.

But either way will work.

So here is a zinger of a question:

What settings would I use to export so I maintain
the 16:9 format letterboxed? It may be a good
exercize for me to try it both ways. I'm just
worried about manually scaling down in the timeline
since I might make the image slightly too large or small,
or not have an exactly even strip of black top and bottom.

Fortunately, this particular mini-dv version is not
for the ultimate final version in HD, but for a local
festival that only takes submission in dv format.

Just drop the clips or Sequence into the DV timeline. I just did that here dropping a 720p clip into a DV timeline and FCP automatically scaled down my image to 75% scale which fits perfectly into letterbox mode.
