The concern:
Currently, I am producing a feature length documentary about a 96-year-old filmmaker/professor (still teaching!) shot over the course of 6 years by means of differnt digital video cameras. We are working towards worldwide broadcast television distribution and film transfer for theatrical release.
Formats include:
MiniDV NTSC (20% of finished movie)
Digi Beta NTSC (20%

It is only complicated if you make it complicated. Choose one format to edit. Add your film filters, if you desire, at the very end. Check out Digital Film Tools Plug-ins, 55mm, Digital Film Lab, Composite Suite and ZMatte.

How are you releasing the film? US TV? Euro TV? Theatrical? first answer that question, then convert everything to the format that's most conducive to releasing it that way.

I hate to say this but you should have started at the end of the entire chain before committing to such a cluster of shooting formats.
You should learn from this mistake and find out what are the actual deliverables required for the market and/or distribution source you will need to delivery to.
Is there any actual chance that your production will indeed require a filmout or is a digital master acceptable are major questions you need to get answered long before you decide which frame rate etc to edit in.
All productions are best served if you take into account the post production workflow long before a single frame is shot.
