Does anyone know of a plug-in or plug-ins for FCP that can reduce or eliminate video noise and enhance the detail in a clip that is from an in-store video surveillance camera?

What you are describing sounds mutually exclusive but I know what you're after. :)
A common Inferno and AE trick for noise reduction is to blur just the blue channel.
There is also an app Virtual Dub for PC that has an interesting filter I've seen before and after shots of but not used myself.
In FCP there is a free 'too much too soon' filter called noise reduction but I've tried it on a couple of clips and not noticed a difference, but that may be user error on my part.

Virtualdub on the PC side has a bunch of noise removal plug-ins available.

2- Now this workflow is pretty terrible, but Noise Ninja (Photoshop plug-in) does an even better job.
You have to export an image sequence of PROGRESSIVE frames to photoshop. And then batch actions in Photoshop (set things up first).
Noise Ninja is reasonably cheap and does a really good job.
3- Grain Surgery for After Effects does something similar to Noise Ninja. Supposedly it's slightly inferior to Noise Ninja (this is from what digital still photography sites seem to say).
I think Grain Surgery is also available for FCP.
4- Graeme Nattress (Nattress.com) also sells some noise reduction filters, although I have never tried them.
