Choppy effect on pans or tilts?

I'm getting a choppy effect on my pans and tilts (1080 24p DSLR). I've read a couple posts on here that say that's just par for the course with pans and tilts. Is that really the case? There's not some work around when importing/exporting footage? Or camera settings?

Especially with a CMOS sensor camera.
