im looking to make this Saw movie effect in the into to the media i,m cutting up. i dont know how to do it or where to start. please help

it parts where "Jigsaw" is filming the puppet. the film seems really grainy and un stable in picture here is a youtube movie trailer if the movie the part and what im looking to do is at 54 seconds of this trailer

That's shot with a very low res and bad camera. Like VHS or Hi8. And then static is added.
