Hi.
Depends what is your goal and what you final delivery needs.
You can edit in HD if your system is up to it and later scale down
as PAL anamorphic or just PAL fitted in with to 720*576 from hd.
This gives you option to output final program as HD also if needed.
If you go and scale down to SD before edit it would be much harder to make HD edit on SD material.
More like question of taste.
Generally pal is 25 frames per second or 50i. 25 full frames gives you bit more movie look.

Your first question should be to ask what the delivery specs are.
That said, in PAL land, HD almost always means 1080i50. So that's 1080x1920 at 25fps interlaced.
I would suggest you read and learn more about HD before you attempt to cut anything for broadcast.

Those specs depend wholly on what your deliverable will be. Generally PAL is 50i or 25p for HD. Either 720 or 1080.
What does the network / client request?
SD Widescreen is generally not acceptable as HD because it's not HD.

1080i50 (1920x1080) is generally your safest bet since it will cross-convert to either 1080p25 or 720p25. 720p (1280x720) has it's pros being a smaller yet quite acceptable HD format and if mixing with video shot in 720p this might be the best route to go. As others have stated however I'd check your delivery format before setting a standard.
1080p25 is what I do all my HD work in now to be set for the future. Still all advertising in Sweden is SD PAL 16x9 FHA unless you're doing spots for the cinemas which is 1080p25.
