reducing size of picture on a white screen

hello to all
I am editing a music video clip in fcp.
I am tryibg to reduce the size of the picture i have so i can have a few "windows"of people singing at the same time. all the singers have a white screen in the background.
the problem is that after reducing the picture to less than 40-45% the picture becomes really unclear.
my question is: is it because of the white screen or am i having a deferent problem, maybe with the capture seting or with the fcp one?
the movie have been shot in dv-pal 16:9

thanks for you quik response.
It helped removing some of the problem. the picture is now much much better, though still not great. there is some pixelization and it is not as clear as the 100% one.
when i reduce a good picture isnt it supposed to stay good only smaller? am I looking for a clear picture that i will not be able to get?

DV codec is part of the problem. If you drop your edit into an uncompressed or ProRes sequence, you should see better resolution after render.
I have also read opinion that third party software like Innobits Video Purifier does a better job of rescaling than FCP. There are also other rescaling plugins out there, so a search of the forum for rescale or resize might help.
