24p footage and DVCProHD 720 60p

At our facility, we have a lot of trouble ingesting 24p material. Time code is regenerated while digitizing into a DVCProHD 720 60p format and a 2 camera production becomes a mess, with time codes not matching, etc. Our techs have suggested that we stop shooting 24p in the field, but producers still love the look and want that filmic quality. Is there a plug-in that can simulate the look of 24p when you're camera raw is 60p?

Regenerated? By what? Are you shooting with the Varicam? Is it set to 24p mode? Are you using the DVCPRO HD 720p24 Easy Setup? Are you capturing via a capture card or firewire?

We are in a large server environment. 12 FCP machines feed off the large server. Outside contracted camerapeople are supplying the 24p material on occasion, and we've been telling them not to supply material in 24p because our house is DVCProHD 60p and we have time code issues. That fact is not going to change. My question is not related to the many camera options out there, but is there a method to get 60p material to look like 24p, and can it be done with a plug-in for Final Cut Pro?
