transitions cause video to shift

I can't figure out why, when I add a transition to a graphic or video, such as a glow dissolve, my video shifts on the first frame of the transition and on the last frame of the transition. It seems to only happen when I am working in SD format and not in the HD format. I thought that it may be a field order problem, however, the field dominance in my sequence settings is set to LOWER, which to my understanding is the right field for NTSC-CCIR 601/DV Aspect Ratio. Any thoughts?

Everything is rendered and I did try the render> only full option, that John suggested and the video still shifts. I have notice that the video does not shift on simple dissolves and a fades. Could it be a glitch in my effects packages from NI and Volumertx?

Try force rendering the transition. I've seen this a couple of times. I never figured out why it was happening. There was no render line showing, but if I did a render-only > full, it transitioned properly.
