I have a series of DVcam footage, that was laid back from a letterboxed timeline. I am ingesting it and wanting to make it 16x9 instead of letterbox. Now what I am trying to avoid is any loss of resolution. So the question is , is there anyway to keep the aspect ratio 720 and make it anamorphic without losing any resolution?

Nope. Because you are taking an image that is recorded onto a 4:3 canvas and trying to make it bigger and crop off the top and bottom. Can't do that without losing quality.

If you are ingesting it by recapturing the original DVCam footage, then you can recapture as an anamorphic timeline without quality loss. If you simply recapture the letterbox playout then no, as Shane said you are resizing and losing quality.
