Greetings,

I have a problem and I'm hoping for some help, please.

I have a PAL sequence that's comprised of DV - PAL clips made from MPEG-4s that were taken from DVDs. Now, the sourced DVDs were both PAL and NTSC so, naturally, the NTSC clips were of a 23.97 framrate while the PAL were 25. The NTSC MPEGs were then converted into PAL DV clips, leaving the framerate what it was because I find that attempting to convert, even using frame blending, causes a sortve unsatisfactory motion blur. What I want to know is whether or not it's possible to output the sequence in a way that allows the content, once burned onto a DVD, to play free of stuttering on the clips that are 23.97 fps....? Whenever I've outputted the sequence, and play it on a PAL tv using a multiregional dvd player, the 25 fps clips obviously play smoothly while the 23.97 fps clips stutter. Does this have to do with outputting as a PAL-based Quicktime? Is there a different setting I should give my sequence? Is there a better option or is it a problem inherent in the television set. The sequence appears to play fine, of course, on a computer monitor.

Your help is greatly appreciated.

Standard Conversion is not an easy matter even when you fallow a proper workflow.
Yours, sorry to say, is a real mess. If you start by converting NTSC-MP4 to DV-PAL but keeping the time base of NTSC, you never know what you will get in the end.
When you work with low quality footage and you want to do a decent job, you need to treat your stuff with more care and love that if you would be working with high quality footage.

but, that said, it really isn't a case of having everything available to me as a PAL source - so much of this stuff is coming from region 1 dvds. Is it possible to convert NTSC Region 1 DVDs with an inherent timebase of 23.97fps to PAL 25fps without sacrificing visual integrity?

Hi Paul,
Better sacrifice a bit of quality than play something that will make the people close the eyes.
You need to start by getting the best out of the stuff that you have.
You need to convert your MPG2 or MP4 to a format that FC can manage well and, off course, trying to retain the most quality.
When I have to convert MPG2 to reedit in FC, I use MPGStreamclip.
You need to export a QT movie with the same standard than the MPG2: Size and Time Base.
Export in 8b Unc or ProRes.
Then that NTSC.mov you need to convert to PAL. If you don't do it you can not use it in a PAL sequence without getting that jittering.
You can try MPGStreamclip also to do this conversion, or the Nattress Standard Conversion Plug in.
Or Compressor.
But you need a PAL movie that plays well if you want a PAL DVD that plays well.
