HD 24fps to PAL 25 fps Upper Field Dominance

Hi I'm working with animation (24fps), but occasionally need to transcode to 25fps for PAL DVDs, DigiBeta etc. Is there anyway to transcode, using Final Cut, 24fps into 25fps Interlaced PAL Upper Field Dominance WITHOUT having a double frame every second as Final Cut seems to do?
I have converted into 25fps with Cinema Tools which plays fine at my end but seems to play incorrectly on other systems.
Your help would be greatly appreciated,

Open Cinema tools,
File > Open > navigate to your video clip.
after the clip opens, at the bottom right of the clip window there is a "CONFORM" button - clicking on it allows you to retime the clip to 25 fps from 23.98.
This is by far the most common way to convert the timebase of a clip from 23.98 > 25 for delivery, and is accepted all over the world.
