I've adjusted the peaks so nothing goes over 0db in a sequence. The sound ranges from around -18 to -6. Is there a way I can run a filter or modifier across the entire sequence in order to shift all of these levels so they all stay between -3 and -6? That is, a way to make the sound overall but without running into peaking issues.

those levels are pretty high .. are you really sure you want to do this? I would be looking at bringing the peaks down not pushing the overall levels up
to answer your question, you can use the Compressor/Limiter filter to compress the dynamic range of the audio whilst simultaneously boosting the level if necessary

What sort of levels are optimal then? Project includes interview footage, field shoot, music, sound effects... overall mix level should be in what range?

Thats a little subjective Arturo, and a lot depend on your distribution path. Is this for broadcast? You'll likely get a wealth of ardently defended opinion ... my own personal preference is a line up level of -20db with absolute peaks no higher than -12db

Audio Fix for Entire Sequence:
Create a new sequence. Drag your existing master sequence into this new sequence. Go to MARK > AUDIO PEAKS > MARK. Audio peaks are detected on your timeline. Double-click your master sequence to make necessary changes. Go back to the new sequence and go to MARK> AUDIO PEAKS > CLEAR.
Now check the sequence again.
