No. The largest problem is that Premiere won't give up control over the hardware so that Color Finesse can use it. If you can get Premiere to release the hardware, and the RTX100 supports a desktop mode, then you should be able to select it as a Secondary Preview Monitor within Color Finesse.
But a second problem is that other Matrox cards I've experimented with (I haven't used an RTX100) that support desktop mode don't give an accurate video preview in that mode. The gamma and color is very different than when in "video mode".
