I'm interested in updating my Panasonic SD camera to an HD camera. However, one thing I'd really like to get is a camera that can shoot variable frame rates so I can utilize actual slow/fast motion rather than post slow/fast motion.

This camera is listed to have 3 frame rates:60i, 24f and 30f. Does this mean it shoots up to 60 fps?

If not, does anyone have advice as to which camera would have these features (canon or not)?

No. It means that it shoots 30 frames a second but with 2 interlaced fields per frame. In other words, just regular interlaced video.

24F - 24 complete frames a second
30F - 30 complete frames a second
60i - 30 interlaced frames a second

Canon's frame mode is essentially their version of everyone else's progressive mode. In order to shoot 60 progressive frames per second you'll need a camera that lists "60p" as one of their shooting modes.
