Is RAM Taiming Important for Rendering 3D software & adobe Products

please guide me
i want to use adobe Premiere & After effect & 3d software
& i want to upgrade my RAM
But please tell me is timing RAM IMPORTANT for this softwares or not
For Example Between CL9 & CL7
Is CL7 better than CL9 Or not
Is this have a worth to pay more money for CL7 ?
I want to buy DD3 1600 4 GIG
My motheboard is gigabyte 770T USB3
CPU AMD 440
Please guide me
