Motion Blur on DVD of CMOS Footage - HELP

I'm getting this really weird motion blur in much of my DVD compressed footage. I've tried deinterlacing the footage (at the m2v encoding stage), I've tried 2-pass VBR encoding. Nothing seems to fix it. The only clue I have is that I'm only seeing the blur on the CMOS (a Sony FX7). The second camera was an A1. Has anyone out there heard of DVD compression issues with CMOS footage?
Also, you only see the blur when played on a TV set top DVD player. When the DVD is played on a Mac, no blur. There's also no blur if I compress that footage for the web.
Any help would be greatly appreciated.

Nothing to do with CMOS. Motion blur is what it is. If you set a shutter speed that's too low and then do a quick camera movement you get blur. Deinterlacing also not going to affect it. One of those things that's baked into footage.
