How do they do that?

I need to author an anamorphic DVD that plays back letterboxed on a 4x3 TV, regsrdless of whether the menu is set to 4x3 pan and scan or 4x3 letterboxed.
I edited on Avid Xpress DV 4.6 and I'm authoring on a friend's Mac with Toast Titanium 8. I export from Avid as a progressive scan DV-NTSC quicktime at the native resolution. I will probably send the job out before buying any software since I'm going to be switching to Final Cut soon, but would appreciate some insight into the theory.

Output your NTSC-DV as anamorphic 16x9. In your authoring program, make sure you check everywhere that you're intending to author a 16x9 program - authoring programs sometimes have lots of areas to check for 4x3 references. Import your 16x9 clips and make sure they are flagged as 16x9. To do a test: create a short 16x9 clip, render it out, import it into your authoring program, author the dvd then try it on a 4x3 set.
