Rip from DVD straight to MPEG2 format? (without re-encoding)

Hello!
I have some footage on DVD (in .VOB format)
I have been told that .VOB is basically an MPEG2 with extra information...Is there a way to extract the footage and remove the information that makes it .VOB?
I need the footage to be in MPEG2 so i can put it into Adobe Encore with other video files to burn.
I dont want to have to re-encode it as this will cause loss of quality! Is there a way to rip the footage off the DVD into MPEG2 format?

Which version of Encore are you using?
Have you tried to just import the VOB?
In the Project window, rt-click / Import As / Timeline / then for file types select ALL FILES, and select the corresponding IFO file -- or the VOB file). This doesn't always work, but might be worth a shot...
