16x9 Pal to NTSC Conversion Problem

Basically what i'm trying to do is take a PAL Video_TS folder and change the footage to a NTSC video_TS folder. The PAL video is in a Video_TS folder and I'm using DVDxDVPro to extract the footage to make it into a QT movie. It has expert QT settings but im not sure what codec to use to export. Here are the most obvious options for export>

FCP (pal or ntsc)
Under Export to QT using expert settings:

Video
HDV 1080 - 24p
DV - Pal or ntsc

Once its exported I'm not really sure what codec to use. The HD is throwing me off with the pal because im not sure how the framerate is going to change. In the end im not sure if it matters because I will need it to be able to be burned to a dvd (mpeg 2) preferabably with toast.

Ideally, I would decompress the VOB's (gimongous files, as I'm sure you know)-
Compression Type:None. You'll get the best results by resizing uncompressed video.
Going back to a DV codec for editing is fine. But, DVPRO isn't the greatest for resizing.

Plug-in:Resizer2 is nice for resizing.
Plug-in:Twixtor to handle the frame-rate conversion (if you're going from 25to 24 fps?).
