It's that colour flare/flash as seen at 0:04

This is an extremely common TRENDY effect, so much so that plug ins have been developed to emulate the effect. It's just the process of splitting the color channels of your image/video source and then displacing them on the x axis. Videocopilot makes a good plugin that can emulate this as well as other twitchy looks https://www.videocopilot.net/products/twitch/features/ . But if you just make two layers of your video footage one with a green color channel and the other with a blue and then animate their positions on the x axis SLIGHTLY , you should only need them to separate or move away from each other by about 50-200px or so. Make it jumpy and quick and maybe add in a glow and you'll have the same effect. It's ALL ABOUT experimentation.

hope this helps
