I'm looking for a way to do this wipe I see in a lot of music videos.
There's this one:(31 seconds) https://vimeo.com/45346331
which I think may just be a fast camera pan, but in case I don't have the footage, I would like to simulate the wipe with something like this: (41 seconds)

Yes, you could do that with footage, but if you want to create it in AE, Fractal Noise would work well. Play with the settings to get a good look for the footage, then animate the Offset Turbulence to give the appearance of motion. You will want to offset with a high value to get the speed of the original shot.

I couldn't see what you wanted in the second video - the link didn't copy over correctly.

Another way to do it - is to take any photo - apply out of focus or another blur, apply levels to make it more contrast, and then move it from the right to the left in 5-10 frames with motion blur applied.

Or you can make an out of focus shot of a night highway, and will have better result for the footage.

here was a "wipe" I saw too. Not exactly a full wipe. Any ideas?

I think this is an image applied to video with luma matte with motion and edge blur.

Yes, on long exposure, but not on short.
