isolate moving objects in footage, and make everything else transparent

Hi
I'm trying to isolate just what is moving in some DSLR footage shot with a tripod.
The goal is to make what isn't moving disappear(transparent) so I can layer it over other footage.
Is their a filter or technique to do this?

It is a bit tricky to setup, but that is what the difference matte is designed to do -
