I have a shot of a car going down a racetrack. It would be simple enough to add a line showing where the car is going but the shot is panning (camera moving sideways). Does anyone know of a technique I could use to parent the stroke not only to the car but the the moving video as well?

Firstly, panning isnt the camera moving sideways, thats tracking.

You could try tracking a point on the car, then use the created null as a parent for the rest of the effects.
