Fractal-Noise Background Effect

I'm trying to recreate a background, just like the blue area here (sec. 10 -11):







I'm using fractal noise and a second layer with a blue gradient. I tried for an hour now, but I can't make it look similar, the best i could come up with was this:

Any ideas on how to do this? I'm a little frustrated with my results...
