Hello. I've been wondering how to do this effect. I do not know what it's called but I really appreciate any help I can get. Thanx a lot everyone.

First 4 seconds of the clip.

Do i need a vector file of the text itself first?

I would look at getting Trapcode Shine. You'll find it at Red Giant Software.
