How to make this style of graphics and transitions

Hi everyone, may be my question sounds stupid, but please help me to understand the technique how to make this style of graphics. I know theoretically that its made playing with shapes and transfer modes of layers. But I see this style in a lot of videos made by different people and i wonder weather there is something more that I need know.Especially i want to know how to make the transition in the begining with circles. And do I need some other soft like illustrator or Photoshop?
If you have a link to a Tut that would help me to understand how to achieve this style please tell me.

Look up "infographics" and yo will find companies that animate this way a lot. I think they use Illustrator highly to animate vectors however I haven't found any good tutorial links so far. Let me know if you find any..
