I'm looking for the cheapest way to record 2D animation- (other than getting a video camera and just taking each frame)- are there some programs out there for a reasonable price?

Are you trying to work traditionally on paper or are you willing to work digital?
If you want to go the digital route, there are a multitude of options:
Flash or Toon Boom are two options.
My preferred method is a combination of After Effects with Photoshop, Illustrator, and/or Flash.

You could try FlipBook. They have Lite, Studio and Pro versions at various prices. You can get FlipBook Lite for either Windows or OS X from $79. I haven't tried the software, but it certainly sounds good.
