Shoot them against a blue or green screen. Then you can do a color key that drops out the blue or green and overlay them onto whatever background you want. If you set up the strategy of the shot and background correctly, then you can create the illusion of tiny people in a world of gigantic objects.

...and to get people to look tiny IN-CAMERA, thus eliminating the need for chroma key, you can use a old technique called Forced Perspective.
They frequently used it to make the Hobbits look smaller than everybody else in the Lord of The Rings movies. Okay, they used a LOT of techniques to make people look smaller, but Forced Perspective was an important arrow in the quiver.
