I am currently editing a video where I want to use the time warp effect to speed up a clip. When I use the effect the clip becomes shorter but in my timeline it stays the same. How can I sync my timeline when I use effects so that that actual length is updated automatically?
When do I actually need to render an effect?

You might try trim to fill. Essentially, it's just a basic time warp template that puts elastic keyframes and the first and last frame of your clip. The contents of the clip will remain the same, but if you trim it out it will slow down to accommodate the duration, and if you trim it in, it will become faster.
