Apply Avid transition to only one video track

I'm an avid n00b so I apolgize for this what seems to be easy problem.
I have two video tracks. V1 is a background V2 is various pieces of video scaled down. I want to add a transtion, such as a push or even swish pan etc on just V2 without it also pushing, wiping, swishpanning etc V1. In FCP when I add a transition it only effects the layer it is on. In avid it effects all layers below it as well. How do I get the transtion just to effect the layer its on?? Thanks!!

This does seem counter-intuitive, but when you get used to the way Avid works with effects it will be very easy and controlable.
First of all, cut the sequence that you want on your V2 together, but don't re-size yet. Put in the push transitions, then collapse all the clips of that track together. Only then put on the resize (preferably use 3D Warp in the Blend section), and adjust as neccessary.
