Is Avid Media Composer what I need?

I work in the court system and have to edit many videos during the month. These edits are always very simple but sometimes lengthly, up to 5 hour (+). Something the officer or suspect asks or says needs to be removed before it is played before the court and jury. The prosecutors office and defense council both review all video before it is submited as evidence. Sometimes something that is said or seen simply cannot be shown to or heard by the jury therefore it is taken out.

I have been using two editing systems, one I like better than the other, Adobe Premiere Pro 1.5 and Adobe Premiere Elements 4.
P/E4 is very easy to use making it my first choice. P Pro is okay, but it's the Matrox system it's on that is always having issues. Lots of problems loading, hanging up, etc...

Now to Avid Media Composer. I know this system will do way more than what I ever need it to do for my use, but there are two things I need to start doing more often.

Add timecode generator: Some of the videos I receive do not have a digital clock or timecode generator, so it makes it quite difficult to edit out audio or the scene. In the Matrox system I can add a time code to the screen with a mouse click. With P/E4 I can add a timecode generator I found on the net.
Does Avid Media Composer have a timecode generator that can be quickly and easily added to the timeline?

Add Subtitling: I get many videos where it is very hard to understand the people talking. I need to be able to add subtitles and edit subtitles easily.'> (Some people call subtitling closed caption) Does Avid Media Composer have this feature? I have added subtitling to some video by using Flash 4, but I would like to do it all in one program if possible.

I called Avid on Friday and spoke with a person there, but have not heard back from them. The told me they didn't know if it would do what I want or not but would check it out and get back to me. So much for that.

Any help would be appreciated.
